House training a puppy when you don't have a lot of time?

I have a 4 month old chihuaua, i work 12 to 16 hours a day and my fiance don’t have a lot of patience, so i am trying to find a way to house train the puppy that’s easy and that can be done around my work schedule, he keeps doing his buisness on the carpet we have gotten it cleaned and have even bought our own carpet cleaner, but the carpet still smells because he won’t stop. the puppy pads we got don’t seem to be any good. and taking him outside don’t either, he will walk outside for 15 to 20 minutes or more sometimes and not do anything, then as soon as we go in he will go on the carpet. I don’t know what to do, but ii have to stop this behavior before it gets too out of hand. Is there a way?

Fostering a dog – tips?

i am a service dog trainer & i am going to be in between dogs. i thought i would do some fostering for a shelter (its just a small shelter w/ too many dogs-got my 2 personal dogs from there & have gotten to know the manager pretty well). i have fostered for them once before (a huge lab that was overenergetic w/o manners – turned out be be a big baby when w/ a family). the new dog is unsocialized with people & hides. there isn’t any fear-biting behavior & i can tell it will be a good dog once it gets used to people but it is still only 6-8 months old & i’ve never had a dog that young before. i am looking for tips for helping an unsocialized dog overcome issues. i am used to overexuberant dogs & mellowing them out, not the other way around.

i am pretty much the dog’s last hope b/c she can’t find a breed rescue that will take him (bernese mountain dog mix) because of its issues. she has barely been able to get it out of its kennel & it hasn’t been groomed well or gotten used to a leash. it is going to take a lot of patience from me & my family but it will be worth it.

if it matters, he isn’t neutered yet b/c the shelter can’t afford to neuter him if he will have to be euthanized. also, he does great with other dogs. he was in a foster for a week with a man but showed absolutely no progress.
